Boosting P3DN, Ministry of Industry Explains Quality Standards for Official Uniforms and Shoes

The Ministry of Industry continues to optimize the Increased Use of Domestic Products (P3DN) program. In line with the national Proud of Made in Indonesia movement, this effort can revive domestic industrial performance, with broad effects on the national economy such as increased employment and foreign exchange earnings.

One local product whose uptake is being boosted is official uniforms and shoes. The product's potential is shown by high spending, not only by government agencies but also by private companies, schools and universities buying uniforms.

“Uniforms, as a communal identity, will always be a priority in organizations' and companies' budget planning to project the organization's vision, mission and work culture,” said the Head of the Agency for Industrial Standardization and Services Policy (BSKJI) at Kemenperin, Doddy Rahadi, in Jakarta on Saturday (2/9).

The Head of BSKJI said that on the national procurement application INAPROC, uniform and shoe spending packages this year have reached IDR 130 billion. This does not include e-Purchasing transactions through the product showcase of the LKPP e-Catalog application. “Choosing quality local products as personal attributes can foster pride in domestic products,” he said.

According to Doddy, official uniforms and shoes, classified as Goods and Services Spending, have great potential given the total 2023 state and regional budget (APBN and APBD) schemes of more than IDR 600 trillion. Accelerating domestic product use, formulated through various government regulations and policies, is also supported by increasing the competitiveness of products committed to reaching a certain Domestic Component Level (TKDN) threshold.

“Budget users are required to buy domestic products with a minimum TKDN of 25%. This obligation is binding when there are products whose combined TKDN and BMP value reaches 40%,” explained Mochamad Rynaldi, representing the Head of the P3DN Center at Kemenperin.

He continued that industry's capability can be seen from the availability of uniform and shoe suppliers whose TKDN already meets that threshold. Daily official wear, field official wear, school uniforms and other uniforms have TKDN ranging from 40.43% to 86.40%. Work uniforms have TKDN ranging from 25.07% to 57.45%.

“Daily official shoes have TKDN ranging from 40.57% to 89.85%. Field official shoes, safety shoes, school shoes and other shoes have varied TKDN, from 26.15% to 90.57%,” Rynaldi said.

At a webinar titled Understanding the Quality Specifications of Fabric for Official Uniforms and Shoes, attended virtually by 1,000 participants some time ago, more than 150 participants from various stakeholders wanted to discuss in more depth the standards that can be used as references, while also giving input to the government to improve industrial services, both in product certification and in facilitating validation of product quality against the requirements of particular agencies.

Answering these stakeholder needs, product quality standards and test methods can serve as references for determining the technical specifications of uniforms and shoes. Uniforms and shoes whose functions differ by specific intended use can have their quality tested using available test method standards, including the Indonesian National Standard (SNI).

These industrial services can be provided by two work units under BSKJI Kemenperin, BBSPJI Tekstil and BBSPJI Kulit, Karet dan Plastik (Leather, Rubber and Plastics), supported by a Product Certification Body and Testing Laboratories accredited by the National Accreditation Committee (KAN).

The Head of BBSPJI Tekstil, Cahyadi, said his institution has served more than 550 customers for uniform testing services, 300 of them government agencies acting as Uniform Procurement Committees, and has produced more than 650 alumni across Indonesia of a special technical guidance program on setting fabric technical specifications for uniforms.

“We have developed integrated assistance services for every stage of uniform procurement, starting with assistance in designing uniform fabric specifications to suit agency or company needs, through product quality testing, to technical inspection services. For the TPT industry, we provide product certification and support for industry in the TKDN verification process. All these integrated services come under one Industrial Services and Solution Center (ISSC) framework,” Cahyadi said.

Meanwhile, the Head of BBSPJI Kulit, Karet dan Plastik, Hagung Eko Pawoko, said standardization in making Daily Official Shoes (SDH) and Field Official Shoes (SDL) is very important to achieve suitable quality specifications, and all the standardized technical requirements are expected to meet the various factors supporting official duties both indoors and in the field.

“After this webinar, BBSPJI Kulit, Karet dan Plastik is ready to provide quality assurance services for SDH and SDL through assistance, sampling, testing and technical guidance on drafting technical specifications for shoe products,” Hagung concluded.
